Roxanna L. Gapstur, PhD, RN is the President and CEO of WellSpan Health. She has over 25 years of healthcare leadership experience working in group practice, academic, and integrated health care systems which included health plan operations. Prior to her appointment at WellSpan, Dr. Gapstur was a senior vice president and president within the HealthPartners system in Bloomington, Minn. Dr. Gapstur has extensive experience in strategic planning, business development and operational leadership in both ambulatory and hospital settings. She has served in multiple executive roles including chief operating officer, chief nursing officer and as a senior executive accountable for population health. Dr. Gapstur obtained her bachelor’s degree from the College of St. Catherine in St. Paul, Minn., and her master’s degree and doctorate from the University of Minnesota.
JT Hand is the President and CEO of the York Water Company. Mr. Hand has served the past 12 years as Chief Operating Officer of York Water. He is currently responsible for all operations, engineering, technology, and customer service functions. Mr. Hand has also served as the Chairman of the Pennsylvania Chapter of the National Association of Water Companies. Locally, Mr. Hand serves on many boards and charities and has served as Chairman of the following York County organizations: York County United Way, the Children’s Home of York, DreamWrights, and the Farm and Natural Lands Trust of York County. Prior to his service with York Water, Mr. Hand retired as a Lieutenant-Colonel after a distinguished 22 year career with the US Army Corps of Engineers, serving in a variety of positions including Deputy Commander of the Baltimore District. Mr. Hand’s Army service included deployments to Bosnia, Kosovo, Iraq, and Afghanistan where he earned the Bronze Star Medal.
Chad Paules Chad is a Vice President and Senior Banking Advisor for PNC Wealth Management, having over 20 years of experience in the financial services industry, including Private Banking, Investment Management and Insurance. In his role as Senior Banking Advisor, he provides lending and deposit solutions to high-net-worth clients and their families. Chad has spent over 10 years with PNC in both the Central PA and Florida markets. Chad holds a Bachelors’ of Science degree in Economics and Finance from York College of Pennsylvania and resides in York with his wife and four children
Tiffani Spangler currently holds the position of Regional Vice President of Sales for Benestar Brands and has enjoyed her career in the Snack Food Industry. Tiffani has a BA in Accounting from Troy University and a MBA from York College of Pennsylvania. Tiffani currently resides in Downtown York with her son Alexander.
Liz Zifferer is an Advisor at Element Risk Management and is a fully licensed Insurance Producer for State of Pennsylvania in Property, Casualty, Health and Life Insurance. She is a graduate of York College of Pennsylvania with a Bachelor of Science in Marketing and Business Management. Liz is an active member in the York community including being a Board and Finance Committee Member for the Appell Center for the Preforming Arts well as the leadership Committee for Junior Achievement of South Central PA. Upon joining the Cultural Alliance Board, Liz will serve on the Allocations Committee.
Founded as a United Arts Fund in 1999, the Cultural Alliance’s annual campaign currently supports arts organizations and artists that are essential to arts and culture in our community. Over the past 22 years invested $12 million in cash and $2.5 million in in-kind support for the arts. Through critical operational grants, the Cultural Alliance is the lifeline for arts and culture in York County.
